Solution: When you need to be sure you have enough of something, like money, or in this case fabric, you should overestimate. To overestimate, make the fraction 3/16 a little larger, to 4/16 or 1/4.
Jenna needs 4 headbands, each using about 1/4 of a yard of fabric. 4/1 and 1/4 are reciprocals, so their product is 1.
